The Old Bay Council

Surviving Chesapeake watermen organized as a flotilla cooperative. Crabbers, oystermen, mariculturists, multigenerational bay families. The aristocracy of the Forged — heritage-rooted, slow to trust outsiders, stubborn beyond reason. The Council has been doing this work for generations and intends to keep doing it for more.

Role in the world

The Council protects the working bay. They resist CHEG's enclosure of bay tidal access. They preserve and pass on bay knowledge — currents, weather, hiding places, weather signs that EWDs can't capture.

Their tactics: smuggling, sabotage, slow knowledge. Conservative by temperament. The Drownline thinks the Council is too cautious; the Free Stack thinks their analog stubbornness is ineffective. The Council has outlasted both kinds of critique before.

Public faces

• Bà Nguyễn Thị Hồng ("Grandmother Hồng," BAH ngwee-EN tee HONG) — 70s. Arrived in the 2000s as a child with her family in the Mekong's first major wave of climate displacement. Master aquaculturalist; knows oyster genetics, salt-tolerant rice, bay-current navigation. Sits on the Council representing Vịnh Mới. Quiet authority. The community's strategic memory.
• Eli Tillman ("Cap") — Eastern Shore waterman captain, running the flotilla's working boats and salvage runs while Bà Hồng holds the long view. Gruff, slow to trust, loyal once it's earned.

Where they operate

A flotilla of skipjacks and shantyboats across the drowned Chesapeake. The Council's current visible project is the Smith Island deepwater oyster reef restoration — operating outside CHEG's restoration monopoly. CHEG considers this poaching. The Đình at Vịnh Mới hosts most Council meetings.
