No Shadow Pikachu exists in either GameCube game, so the National Ribbon is out of
reach and excused. Everything else is open, including the Hisui Ribbon that Salamence
has no claim to — the Bagon line is absent from the Hisui Pokédex.
The dex wants its Pikachu, Raichu and Chansey from a Generation 1 game, and a Virtual
Console Pokémon travels Transporter to Bank to Generation 7, skipping Generations 3
through 6 and every ribbon in them. This is a separate specimen from the one that
fills those rows.
